As for what “deceiving the texture of the world” means, the texture of the world is basically a layer of reality, since all parallel and alternate worlds in fate are stacked on top of each other, we call those “realities” as “textures”

What True Caster (Francois Prelati) did was basically trick reality into believing an illusion (kind of like small scale reality warping that will fade away after a bit once reality finds out about the lie and "fixes" itself).
In Fate, Jason of the Argonauts is the butt of the joke in most of his appearances as he's a pathetic man who often lets his pride and arrogance get in his way but he's also a good friend to Heracles and always has confidence and trust in him.
Halri Vorzak is also someone connected to Kiritsugu's past just like how Sigma is.
SPOILER:
She's the granddaughter of the Dead Apostle that attacked the airplane that Kiritsugu's mentor and mother figure boarded, and that Kiritsugu had to shoot down as a teenager, killing the Dead Apostle and his mentor. Since her grandfather was a Magus who turned into a Dead Apostle the Vorzak family fell to ruin and she's the only one left alive.
I think what Francois meant by helping prolonge the fun is that if he doesn't get them to chill in a public area, Ruler and faldeus superiors will intervene which seems something Francesca doesn't want.
Also I think Philia went to kill the mafia master because he is corrupted by that unholy mud that Enkidu mentionned in the previous episode.

Servants need mana to sustain themselves in the world and Assassin is currently supplied by Jester, which reminded, she considers a walking abomination that should be eradicated.
Halri Vorzak is the grandaugther of Odd Vorzak, the Ghoul bee man who was blown up on the plane by Kiritsugu in Fate/Zero
clue phillia isn't her real name and she's been a important side character in a previous fate anime.
Watcher is maybe the simplest, basically just giving Sigma 24/7 information on important actors. Caster makes sure things don't go too out of hand. Team Berserker is just trying to tear down the mages, while still trying to abide by the framework of the War. Assassin just wants to disrupt it and tear it down, but can't do it all on her own. Saber just wants his "partner" to stay safe and the same could be said for Lancer. Assassin still hasn't done anything. Black Rider is just sitting around babysitting a terminally ill child.
